Development of National Soil and Groundwater Management and Decision Support System

This year’s project is significantly different from those of previous years. In previous years, the main tasks were to maintain and calibrate the functions of the various subsystems of SGM 2.0 and to attend to other administrative issues. This year, in addition to continuing the aforementioned tasks, SGM 3.0 needed to be built based on SGM 2.0. The so-called SGM 3.0 is an integrative system architecture that aims to develop a calculation model for the Environmental Risk Analysis Database, and to build a core support system for national soil and groundwater quality control and decision making. The goal is to build a database and system environment that is flexible and easy to carry out horizontal scaling. In terms of the implementation strategy of this year’s project, the subsystems that were individually developed by each section of the Soil and Groundwater Remediation Fund Management Board (the Board) shall continue to be responsible for data collection at the operational level. The Central Data Swap (CDS) built under this project will be used for subsequent data retrieval and compiling of relevant information from the subsystems, where they will be sorted and analyzed, and eventually provide comprehensive presentation of various data using the five major application tools (Multiple Statistical Statement, Geographic Information System, Executive Information System, Mobile Device System and Decision Support System) developed this year, complemented by the simulation and calculation provided by the pollution diffusion risk model. Through the model of the operation described above, not only could the concept of roof (SGM 30) and pillars (various subsystems) proffered in the early stage of the project be achieved, but the flexible development of the various subsystems and the management strategy of consolidated utilization of the data could also be taken into account. In addition to the development and maintenance of SGM 3.0, the current project has also completed the analyses of problems related to the Board’s subsystem functions, data forms and information corrections. The planning architectures for short-, medium- and long-term system development were proposed as a guideline for subsystem development. Other administrative tasks required were/will be completed one by one following the standard operation procedures established previously, so that the current project could fulfill the requirements of the organizer.
